13:50 They messed up a little, possibly because they didn't know what a wrongful death suit is. They could have worked it out better legally, and that interruption when the younger sister was speaking made no sense either. Let's see where this goes. Schools get most if their money by homeowners taxes so, if you have a neighborhood of renters, that school is just relying on state money. It's as simple as that. Unless our schools get money elsewhere, poor neighborhoods, poor schools. Nothing changes. Can't rely on the state money. It has just enough to go around as is.

Great sports programs bring in dollars (donations)… what’s the average literacy rate? What’s the graduation rate? Especially of minorities? 🕵🏾
