Gonna be honest: Given how Judy Garland's life turned out (dead in a hotel room in London at 47, possible suicide) - this is probably an accurate representation of her internal state. Search up "Judy Garland Speaks" - audio recordings she created for an autobiography that never happened. She was very angry and sad.

Imagine a version of Wizard of Oz where the song is featured exclusively in minor key. The overture? Minor key. The several times the leitmotif shows up? Minor key. Save for one. Dorothy wakes up in Kansas, but something is off. There's color. As the instrumental for "Somewhere Over the Rainbow" plays in the background. At long last it's happy. The way Dorothy views her home has changed. She now sees the color, realizing that she's surrounded by the people she loves.
