I thought tributes for normal summons in the anime didn’t come until season 2, and Kaiba announced it as a new rule for Battle City.

The millennium eye is kinda underwhelming. Just because you can see your opponent’s hand doesn’t mean you automatically have the cards for a counter play. And if you don’t you have no choice but to stall out until you do.

Eh? There are 3 kinds of cards, trap cards also exist. But the rules in duelist kingdom were weird. Direct attacks weren't allowed, if you played a monster, you weren't allowed to attack, there were elemental weaknesses that aren't present starting in battle city etc etc. Nitpicking the rules in duelist kingdom is kind of pointless, they're kind of playing an entirely different game than what we have in real life.
