No. This is normal household "single“ phase 240v converted into three phase 240v by the rotary phase converter.

No idea why neutral is even needed in 3 phase.

It's not. But it is useful to be able to pull 110v outlets off of your three phase lines near the machines, as long as you keep the loads balanced. Think task lights at the mill or lathe, or x/y/z feed motors on the mill, or DROs.
