Motueka has chlorine put into the main water system less than a week ago and local people are not happy is there anything in the law that could stop it?

Yes people could judicially review this decision (take the council to court over the decision). Previously someone took the South Taranaki District Council all the way to the Supreme Court over putting fluoride in the water: www.courtsofnz.govt.nz/assets/cases/2018/nhst_.pdf
