It's all done by the "JBC" The Joint Biosecurity Centre, set up by the head of Mi5/6 "Tom Hurd" and then passed onto senior spy "Clare Gardiner" head of cyber resilience and strategy at the National Cyber Security Centre (NCSC) at the GCHQ. www.gov.uk/government/groups/joint-biosecurity-centre it's done "with" the NHS but the NHS have very little to do with it other than providing a "trustworthy" name and logo for their signs and badges. They got the country clapping for them to build trust and then filled our car parks with these empty setups using their branding so it didn't seem "scary".

In my local centre Its a good 15 or so I'd say judging by the amount of cars in the staff parking, I swear I haven't seen anyone ever use the place. They also have 2 gensets on hire in each site. These cost about £500-£600 a week each to hire for that size of generator. They also have to pay to be on the land they are on. Crazy stuff.

Testing capacity is hard to scale up and down dynamically depending on the stage a circulating variant may be in. B.1.1.7 already blew through the entire population just as the variants before it did. Now you're potentially looking at re-infections with B.1.617.2 just beginning. How vaccine immunity or immunity from exposure to previous variants holds up is yet to be fully seen. It also depends on the time and location. For all I know these locations are not 24/7. Say they start at 8am it could be 7:30am when he's auditing them etc.
