Can you please clarify the EXACT legal position in this regard? One of your operatives claimed to have visited the "toilet" while we were informed that his masked and unidentified colleague was "resting". Is it your position in law that the unmarked vehicle is entitled to stand in a loading bay in these particular circumstances? I fully understand that as a member of the public I would be expected to have regard to the parking regulations. the car is battered which gives the immidiate thought that the vehicle is not a council owned vehicle, it is not displaying any livery for the council to identify it as a council vehicle. the vehicle has the appearance of a unmarked private vehicle that is by their own admission being used for business purposes i/e work...is the vehicle insured for business purposes? i doubt it very much so they are committing the offence of no insurance, will their actions be supported by the relevant council ? again doubt that very much so a complaint to the police with the video evidence is sufficient for the police to take action, also as they were not working in compliance with the relevant legislation they were not permitted to be parked in the loading only area so the fixed penalty is also applicable. make the complaint ab...they do it to others numerous times on a daily basis, they saud they were only parking there so as not to pay normal parking charges whilst having their break, council enforcement are not paid for their break periods so they were not entitled to be there in any case? one way or the other they commit the offences if not for working then for the loading bay resitrictions for the fixed penalty notice.

Got there in the end. Went from we are allowed we are working to he is resting and I was in the toilet, from this I can only assume he was checking for illegally parked cars in the loo. Too stupid to not catch themselves out, at least the passenger knew to hide in the car even if he didn't understand him filming isn't the same if he is supposed to be on the job.
