Yeah you'd end up in a situation where oxygen atoms entirely go poof. Because they mention several times getting burned from the sun, meanwhile it's not really O2 that protects us from ultraviolet rays but O3, or ozone. Ozone is toxic to breathe in, which is why we don't have it down on the ground.

It really shows to the talent placed here in making this here scenario, that it was not the sirens, or the signals, or the announcement from the government that sent chills up my spine. It was that last broadcast, one that was made for this exact scenario, the one that tells you "You will Die. Live your best moments." I got inspired to write a mini-story. ------- Two hours. Of course this would happen while I'm at work. Why not? It had started off as just another day of listening to radio chatter. Monitoring alerts. Suddenly, an EAS. Oxygen is running low. It tells us that we have two hours. I sighed quietly. I call my boss. He knows. He tells me I am free to leave; many of the guards have decided to leave to their families nearby. I tell him I have a hour drive home; driving might deplete oxygen faster. "I'll stay." He nods with understanding. He too is staying. We will go down with the ship. The doctors at the hospital are just making people as comfortable as possible, calling family to let them say goodbye. I call my boyfriend. "I heard," he says. "Are you coming home?" I tell him no, and explain why. He is a man of science, and understands why. Driving would indeed deplete oxygen. We talk instead. "I know you have been having an affair", I tell him. "I forgive you. I love you. I hope she is there with you to give you some solace." Quiet sobs from two people in the background. "I'm going to conduct one last round of security. Goodbye." As I walk the halls of the now desolate hospital, I glance at the screens. A countdown timer. I try to not look. Instead, I roam the halls one last time, helping patients come to peace with themselves. It's all I can do in a world that is slowly suffocating, and as the air thins out, I try to go on as long as I can. Two hours. Two hours...

By the constitution of Korea, Only Blue House(presidential office) and The Alert Controlling System of Civil Difense which is direct agency of the Ministry of Interior can declare the national emergency.
