He's sounded this bad since the early 80's. You can hear they have the studio track playing along with him in some spots. The "Speak of the Devil" live album, his vocal performance was so bad live they had to have him re-do the vocals for it in the studio.

To me alone, performing songs live, compared to Ozzy's studio recordings, is just awful?!?! He's a really bad vocalist because without studio music filters and various effects on his voice - he sings very badly. Imagine that his guitarists or drummer play much worse at a concert than at a recording in a studio? I really love their music in studio albums, but live, at a concert - Ozzy sings awfully and badly his own songs.
