The decision to build walls was sort of narrative to illustrate how dysfunctional governments can be when power are placed in the hands of the uneducated and uninformed. Some of leaders are smart some are incredibly ignorant but connected. Building walls are one of these unwise decision. It's quite surprising they the (jagers) were going on the offensive on their last leg of their program, but not at the height of their program.

@@MrMannyhw From my bits of research, the idea behind the wall was Kaiju see city, kaiju attack. Kaiju see wall, kaiju walk around till find city. Its a dumb idea and at the end of the day was nothing more than false hope to the public whilst the powerful people moved to the "safe" zones. (would not be safe for long if the breach didnt get closed). The Jaegar programme did go on the offensive for sometime but found no way to close the breach so they remained for a long while playing defensive and hoping the Kaiju attack would eventually stop. They only won coz one guy was mad enough to drift with a kaiju brain (nearly doomed humanity though coz the kaijus learned that the robots werent living and had pilots in the head hence why they released two kaijus specially designed to fight the jaegars)
