How can I know how much should we charge for that kind of programs if we want to charge our clients based on ROI? Let's say that we have a "Diagnostics Program" where the output is a High-level plan and recommendations. Should I charge a fixed cost for that program and a fee based on ROI if they continue with us and they want to move forward with the project?

However, if your offer is productized and it's the same price for all clients then you certainly can have a fixed fee for all. If you want to base on value and ROI aiming to deliver a 5x-7x ROI is a good level to shoot for.
