Thay missed out on a good opportunity to include Infinite as a boss before Devil Doom. Shadow doesn't react in Sonic Forces to suggest a possible previous encounter with him in either the main game or the DLC, so there'd be no issue of including the jackal as a boss. and we get levels based on Sonic Forces in this game.

Well isn't this based on an old game that's supposed to initially take place before Sonic Forces? That could be the reason why and because of no previous encounter with forces the time eater couldn't draw that experience from a future that didn't happen yet.
