yep, Orochimaru was always nerfed throughout the series. Kabuto showed a lityle glimpse of what a fully poweref Orochimaru would be at least in sheer power. Orochimaru has a lot of jutsus, more than anyone. Kabuto easily dominated Itachi until Itachi brought the plot card.

Orochimaru is easily kage level. But what makes him a true threat is you can't kill him with normal attacks, and he's modified his body to have monstrous regeneration. Orochimaru will laugh off most attacks, and just regenerate in a disgusting manner. It took a tailed beast bomb from the Nine Tails for Orochimaru to say "Okay maybe I shouldn't block that attack. It might hurt. "

I know this clip is old but I just realized Pain used shinra tensei twice when Orochimaru went for the rinnegan. At 4:58 he does a small one to push Orochimaru back and then at 5:03 EXACTLY 5 seconds later in the video he verbally says Almighty Push and launches him away.
