Your suggestion on arming Kashmiri Pandits, reminds me of my friend’s story in the US. The county my friend grew up as a teenager was terrorised by break-in and organised crime. Unable to control crime, the county passed a resolution that every house in the county should own a firearm by law. Once this resolution was adopted, the crime rate dipped by over 60% in couple of months.
