As far as generating the revenue is concerned, I think army's "sole" purpose is to defend the nation/country (not generating revenue for its own) thus providing its citizens the opportunity to build business. They have strict rules, my father was a govt officer of telecom before it became BSNL and guess what they had thousands of rules like they can't own any business, can't work outside, have to give information when money is spent. They were given a monthly basis money which they used to use for official works and they had to audit every penny. The same goes for defence sector. Thanks to the laws set up by India as an officer and institution people can't enjoy extra source of Money. Even now when my father is a pension holder, they have signed a bond of not working anywhere or do business else their pension will be affected
