Money exchanger. replace old notes to NEW CURRENCY NOTES. They deduct their charges. Actually these NEW Currency notes are generally used in weddings ceremonies in different ways (as you said throwing money in air) + gift to Bride and Groom a few other happy occassions (Like EEDI on Eid festivals, usually elders gift new notes to children and siblings) .
