I'm a very amateur woodworker, if I can even call myself that. I want to do something similar to this, the one issue I foresee is getting my laminated pallet slabs even and level without a surface planer machine. Can I do it by hand?

It's not impossible, but I will say that it's going to be super difficult to get them flat enough to laminate, I personally wouldn't recommend it just because I think you'd get discouraged (I know I would!)
