Tierney's point is well-articulated but fundamentally incoherent. Escalating legislative worries to the federal level because of worries about corruption and accountability on the local level is laughably benighted. The greatest level of corruption exists at the FEDERAL level. Moreover, it is the level with the least democratic accountability, the lowest amount of individual voter potency, and the least constitutional legitimacy (leaving legislation and statutes to be struck down by the supreme court, as they have with increasing frequency). Perhaps most worryingly, however, his examples of "corruption" are exclusively one-sided, and it is clear and evident that both parties are complicit in the corruption we see across the US. One can only infer that his definition of "corruption" is rife with partison considerations, which is unfortunate given the extent and prominence of the problem.
