Usually you pick your feet up, But to answer your question it's your feet, unless you have triggers and want more speed you can use thighs and spaz out lol.

Steven McKnight you use legs for slower speeds and as you speed up it transitions to ankle motion (at around 200 bpm is where full ankle motion starts)

People use different techniques. There is heels up and heels down mainly. I play heels up. Stationary. Don't swivel much anymore unless really pushing.
