To be fair, Udyr's right. Many are the stories of bullies and bandits using weaponry to get their way, and then being cowards when confronted by better armed/skilled people. Udyr only says that they're often the weapons of cowards, not always.

It is implied in volibear’s lore that he’s possessions and apparitions are like dreams of his true consciousness. He keeps reassuring himself of who he is, what he done and why he does things, but the doubt of a dreamer remains, like when things in dreams get too extreme and far from reality: for a brother to kill another, there needs to be an extreme justification, or it’s just sad and horrible to wake at the realization that your rage is slowly taking your soul away, slowly driving you into slumber: a god dying and becoming more and more like the beast he claims to be, hibernating to be more and more just a storm without any need for consciousness.

It's not an arming sword (grip is too long and he actually swings with both hands on it) and counterweight is not something you only need in those, you need them in pretty much any sword if you want proper control over them while moving it around Ornn is pretty much pinpointing the reason why Garen only really does wide swings (and the "spinning" BS) and that awkward thrust of his. The missing counterweight is literally swinging Garen around
