Actually they're very different for border patrols. There are many countries where if they suspect in the slightest you're going to stay longer than you state they'll straight up block you, even if your Visa checks out.

The first plaque is always gold colored. The only thing citations do is change it from Excellence (no citations) to Sufficience (1 to 20 citations) and finally to Presence (21 or more citations). So, you still get a gold plaque, it's just not the best gold plaque.
