Well, guess what Shadow sans is Just Papyrus's Imagination and Papyrus is a kind person even he's become like his brother, he still can't do it to a kid so that's why sans tell him to stop.

I think the moment before that is sans stopping frisk of continuing soo frisk has to reset, then we go back to when he kills monster kid. And I think when pap kills monster kid the sound or oressence attracts undye and to prevent that sans stops him
