'Paradigm shift in our political demand after violence broke out in Manipur', says KNO spokesperson

In an exclusive interview to ThePrint’s Karishma Hasnat, Kuki National Organisation (KNO) spokesperson Dr Seilen Haokip, explains how the demand for an Autonomous Territorial Council underwent a “paradigm shift” since the ethnic conflict broke out on 3 May, 2023. The KNO leadership along with other groups waiting for the Centre to resume talks on their current political demand - a Union Territory within the country, and under the Constitution. Dr Haokip clarifies on “violation of ground rules” by the Suspension of Operations (SoO) groups in the hills of Manipur.

Meiteis may have a thousand years of history but never owned the Hill Areas.The British colonial government brought the hill areas by annexation into the fold of Manipur, which was then only the Imphal Valley, the hill tribes and the valley community have been “living together separately,” with certain separate administrative arrangements. The problems of present-day Manipur are the consequences of this forced integration of two different entities. Moreover, the total area that was covered under the 'Merger Agreement' between your Kangleipak king and India was only 26,500 paris / hectares i.e.650 sq.miles or 700 sq.km. roughly. Meaning not even a single inch of the Hill Areas was covered. In fact, you Meiteis of 650 sq.miles Kangleipak cannot even buy a single plot of land in your so-called blood brother Tangkhul's land in Ukhrul or Tamenglong, Kamjong, Noney and Senapati districts till today. Similarly, The ZRA’s proclaimed objective is to “protect the interests of the Zo ethnic groups” and to “unite the Zomi peoples under one state, Zogam” , which overlaps the official state boundaries of India (Manipur and Mizoram), Myanmar (Chin State) and Bangladesh. It is also known that these militant groups are bringing Mynamaree Nationals and settling them in the hills of Manipur taking advantage of SoO. The extortion in some hills districts which were otherwise not affected before has also increased dramatically since then. Poppy Cultivation in the Hills of Manipur has been taken up under the patronage of militant groups taking advantage of the Suspension of Operation (SoO). The quantum of drug smuggling through Manipur has also increased manifold since then. It is quite natural that these individuals and organizations controlled by them would not hesitate to sacrifice the interests of the people of Manipur, which includes Zomis, Thadous (New Kukis) settled in Manipur with the permission of the then Maharaja of Manipur. This is quite evident from the large influx of people from Myanmar in recent times under the patronage of these militant groups and making them settle in various places in hill areas of Manipur without any scant respect of law by conspiring with some bureaucrats and politicians. The continuation of Suspension of Operation (SoO) agreement with KNA/KNO under P S Haokip and ZRA /ZRO under Thang Lian Pau is thus a big threat not only to the harmonious co-existence of the people of Manipur but also to the national security of India.
