Not yet, maybe in the future. I am just using a lens flare image. But I remember seeing a screenshot Makoto Shinkai is using the optical flare plugin from videocopilot

I have a question about creating a parallax effect for 2D animation in After Effects. How can I make the animation loop seamlessly, moving forward and then backward, so it doesn't cut or jump when it finishes?

Like zooming in? That will be more challenging. To Loop, the first frame and last frame have to exactly the same. If you mean left and right scrolling, You just have to make the graphic tile-able on the x-axis

Do you mean the rain effect? I use CC rainfall for it. as for the water on the glass. I follow videocopilot tutorial. As the image, it is a photo paint over.

For simple parallax, 2D layer is easier to do. For more complex camera movement, use the 3D layers

Probably. Import the layers as texture plane and arrange them in 3d space
