Shalom Sue - great question! In Torah law there are two types of commitments. One is to swear an oath (Shivua in Hebrew) and the other is called a vow (Neder - in Hebrew). A promise to fulfill something would fall into the first category. These laws are very complicated so one must ask a Rabbi what to do if he thinks he has taken a vow or an oath. I person should always be careful with his tongue and never promise or vow unless for very special reasons.
