Really sad in this day and era...regardless of what transpired, no child should be beaten like this. There are other very efective forms of punshment

There is always a background story, and some of us can see through a cover up like a chemise, but lets not just jump to conclusions here.; either the boy was on the wrong or the two boys were up to "some mischief" and were caught by the ToD or the ToD has a grudge with either of the boys. 🤷‍♀ What is puzzling though is ....there was the other boy who was also whipped, why is he not featuring anywhere ??
