I actually think it would raise more questions if her magic worked on The Smooze, a friend of Discord, but somehow she can't do anything to Discord himself. The real sin is that she doesn't even try to clean off the huge bubble on her horn before trying, she's not lazy.

Celestia is either super bored or super scared when a villain comes. For the bored thing, she fakes being hurt to see how the Mane 6 defeat the villain. For the scared thing, she's so powerful that she could destroy the land, so she feels like she shouldn't step in. Don't wanna cause too much damage. But her real reason is on the writers.

I don't let that count in her favor, to be honest. She also had 1000 years to create institutions to deal with that for her. Nopony forcer her to deal with them, she could just get people on staff to do it. For example, look at GoT. Robert was king, but the real ruler who took care of everything was his hand. Or at Britain. The Queen's still the Queen, but she doesn't concern herself with day to day business. I would even argue that it would be better if Celestia gave that sort of business to somepony else (as long as they are trustworthy) She's 1111+ years old and lived in a castle with luxury for at least 1000 years, how could she understand the struggles of normal ponies?
