I have a question. I currently have an old Server 2003 running AD and it's the ONLY server. I don't have a server 2016 and we just bought a brand new server 2019. Do I need server 2016 to do this or I can upgrade user the new server but I can run it only at 2016 domain functional level? Or do I have to downgrade server 2019 to server 2016?

having only one DC is a recipe for disaster. You would want to add a file server that houses all the shares and add the roles to make it a DC. That way if one fails you arent dead in the water. I would answer your other question but I am sure you are past that at this point. (11 months later).

First watch all the migration videos in sequence, note down important steps from each videos. If you are still not sure, create a test lab in virtual environment and practice the steps there. Initially use different IP address on new domain controller, after the migration swap the IP address and eventually remove the old DC's.
