One tip for the scamming thing. If you aren’t able to visit the apartment before you sign the lease, it’s much safer to lease from a large company rather than an individual. It might be a bit more expensive but usually nicer and less risky.

Things you must be careful while looking for an apartment: 1) lease ( sign a lease ) read everything in the document. 2) cost vs safety ( website about crime in the description) 3) roommates ( talk to people ) 4) Having your own space ( separate room ) 5) access to public transport. 6) be aware of rental scammer. Double check by calling them. 7) Housing groups

Waiting period for green card is 150 years. You can do PhD in a in demand subject (CS, Math, Engineering). Also old dominion is not ranked university, try for any decent one.
