No, problems are campaigned on solely to galvanize the base into voting, they are certainly not to be solved once installed into power. Why do you think establishment Republicans hate Trump so damned much? He was actually trying to solve at least some of the problems that Republicans love to campaign on. Like illegal immigration. Can't have that! Hence even his own party refused to work with him. Of course, that's really on the voters, to keep falling for the same stupid trick endlessly. That's the problem with democracy - you get exactly what you deserve. Good and hard.
