Michael, in fab shops one source of contamates is glass bead blasting cabinets. Proper hygiene of the cabinets is not maintained and extraneous material may be imbedded in the stainless that will cause the appearance of surface rust. Passivation will stop this. To get a nice uniform finish Many shops glass bead the finished parts especially in the food industry.
