Currently the subd isnt allowed as a projection target...so you dont have to hide it when selecting the projection target...just box select teh entire surface set, hit next, then hit the subd to modify...

To use the retopo...enter the tool...select the mesh or surfaces to use as the base...hit go...then select the subd you want to modify or add to...or just hit go to create a new subd...

The tool in Alias that you refer to as "dissolve" in Blender is called weld in Alias...you can weld vertices or edges in Alias...there are multiple options in weld to merge to tolerance, middle, or to target
