Actually he took the gimmick from the 2006 version of the made for tv movie called The Pirates of Penzance an old 70's broadway musical. If you look at the poster for the 06 version and or see pics of that particular tv movie you'll notice how both the tv character and Burchill's character dress alike.

Rene as the USA champ would have make too much sense he could have done what Lance storm did with the WCW USA title add a sticker and call it the French National Championship or yeah bring back the European title and replace the belt till Rene looses it to idk Cena cause they fought a lot yet Rene never beat Cena so if Rene had beaten Cena for the USA belt it could have made a credible star out of Rene and make the USA title interesting

Vince get's way too much credit for stuff he didn't come up with. He didn't come up with the title WrestleMania Howard Finkel did, he wasn't behind the attitude era per say that came from others like the bro man Vince Russo. If many of the players that helped VKM weren't around him WWF would have became a parody onto itself and disappeared by the mid to late 90's.
