Hey Paul, I'm weighing 84kg with a height of 1.8m. Do you think it's a good idea to go on a calorie deficit until I reach around 70kg and then start a light bulking phase to gain lean muscle mass? considering that I don't have any accurate way to measure my body fat percentage.

just depends on the source, rice, potatoes, cereal, sugar is also a great carb source to load on for it's easy digestion and no fat.
