He is 100% correct and but not allowing him to pay in whatever legal tender denomination he has they are OBLIGATED to COMPLY with taking his money and if they refuse then they are refusing payment. It has to be a Publicly voted on Law and not merely an ordinance written up by some unknown individual to supercede Law. I once paid $15,000 in mixed denomination of change as the tax rate had jumped 40% that year and I literally had to rob my piggy bank in order to do it. The next year they installed coin machines in as others also started doing it. It does not matter the denomination, just that it is legally recognized money (from the Federal reserve which is the Banks and not the treasury or the government).

The Coinage Act doesn't require this. UCC 3 § 603(b) states that if they refuse the legal tender the debt is discharged. The Coinage Act is important simply in the context that it constitutes coins as legal tender.

Clever trick; I have felt like doing this myself a few times. The coinage act of 1965 made non-silver coins legal tender, and contained other provisions regarding the minting of coins, but seems to me to be mute about requiring anyone, including government agencies, to accept coins for payment of a debt.

I know it's kind of an ass thing to do, but she legally must accept payment in coins as they're considered cash. That is unless there's something stating you may only pay in coins to a certain amount. Otherwise she's being an average sad to say government employee.

Dmeech, you are correct that they are not REQUIRED to accept it... however, UCC Code 3-603b states that if tender of payment is refused, the debt is discharged. The minute it was refused, he was free of the debt, and it becomes the responsibility of the clerk to explain why the tender was refused, and the violation of the Federal Coinage Act. I would've called the US State's Attorney (Federal prosecutor) or the Marshals (Federal police) at that point, and let the city cops go back to giving out speeding tickets.
