Chicago is seldom written or talked about because it was a well oiled machine. They controlled the aldermen, judges, cops. You couldn’t get elected to anything in Chicago without the outfits backing. The boss in Chicago was always a frontman for the real power in the outfit; Tony Accardo and his board of directors. He was not the boss of bosses, he did not have absolute power like the NY bosses but he got a piece of everything just the same. Chicago in my mind was the single most powerful family in the US

The Kings Advisor is a common media and story trope for a reason; because it is often true. Look at shows like Game of Thrones or even look at American politics. There is always the face of the operation, the person who represents the position and then someone close to him that has all the same information and essentially the same power to call a shot.

Yeah, Chicago was that way. The Chicago mob was fundamentally different from NY in that the boss was usually a front man. Giancana was technically the boss of Chicago but the true power was Tony Accardo. He was the CEO and had a board of directors. He was smart enough to stay in the background for decades running the show while the “bosses” like Giancana all ended up dead or in prison. There wasn’t all this craziness about killing the boss in Chicago because it was run like a corporation with a board of directors instead of just one guy with absolute power. The Chicago mob owned the politicians, the aldermen, the judges and cops. It was pretty much one party rule in Chicago and the mob ran the machine
