Maybe, I dug around my BIOS and found a place to configure a voltage cap on my Asus motherboard under CPU power manatemnet and eentered 1300mv. This resultts in a peak of 1.27V and modest 5.2Ghz peak frequency and 180 wattt 33000K Cinebench R23 score with low 60C temps. Nice and safe and cool and the way should have been all along on my 13900.
