You went by the FBI Building and heard music. The center of that building was intended to be public park! Since then they beefed up security so it is pretty tough to get in there. About 3 years ago, my grandson and I scored tickets for a tour from our local congressman (Darin LaHood). That open area is now used by the staff to run, lift, walk etc. While there we they told us we could go in the FBI Store for 15 minutes, I picked up a really cool windbreaker with the FBI/Justice Department logo, creates quite a buzz when I wear it. If you google the building you can see the park in the center.

When it comes to objects on display things such as lightning are dictated by the museum. This protects both the object and allow for it to be displayed. The light from the flash is something that they can't control, and so many have made the decision to not permit people to take flash photos of such objects. If you don't like the rules that you are asked to follow to view and enjoy the property of others or of the entire nation then don't go to such places.
