No one hates Joe more than Penn. Love the bitterness and self hatred to the chara because S A M E. also made similar comments when i was watching the series. He was actually Joe but he still doesn't realize it and sometimes the politician is an illusion of Joe's, other times it's real, but the certain thing is that he is not the politician the murderer. It's obvious that Joe is the one who killed, again.

he exists, but he is not the murderer, there is a clip from part 2 when Rhys closes the door seeing Joe, and Joe is outraged by that. I think that's when Joe discovers real Rhys and the one in his mind are not the same
