I think it was more for protecting the pipe, and for decoration. I would imagine that they wanted to make flower bed and didn't want a red pipe sticking out of the flower bed. Regardless of what anyone thinks, I think they just wanted to give anyone out there that may have same problem, some ideas.

The vase fillers were glass, not rocks, good grief! Circles do not have corners. If anything they were edges where you placed the dots of hot glue. Yikes!

OC he cd hv used a real one but 1) needed with a concqbe to cover pipe. 2) needed right size 3) rocks are heavy 4) rocks not avail for city folks 5) time to find just right one
