Interesting case. Number of questions. Why doesn't the city have a record of the tow? One plate should be enough to identify it. Even with no plates, the VIN inside the vehicle could be traced to the last registered owner. It would seem plausible the mechanic that the defendant used to assess the vehicle put the vehicle back on the street after the defendant didn't pay anything where it was then illegally towed to a chop shop.

Now she does not want anything to do with his car. Certainly he is mad. He is missing his car and nobody knows where it is. She denies any responsibility for the car.
