They buy cars and don't change the title into their name. They sell it on and most buyers have no idea they're dealing with a slimeball. It saves them (the seller) money and avoids an investigation by the government. I used to manage an auto auction and dealt with investigators asking questions about these people. Yes, these people. It was the same group of people at every one of our locations throughout California. They also sell salvaged vehicles without telling the buyer. I would never EVER buy a car from them.
