he didnt multiply 3... he converted voltage into three phase by multiplying root 3 and ''v sequre'' converted it into 3...and in dinominator 3 phase power = 3* single phase power

Sir..in 14.42 how the line base current is equal to phase base current in star connection . Where line base current is S/base voltage of line..and phase base current is S/base voltage of base.we know in star connection V line is not equal to V phase.

Root 3 of actual current and base current gets cancelled out in p.u. since we divide actual phase value by base phase value.
