With wind noise reduction/removal I've found it's either right behind looking through.. or none... clean air. Looking through the windshield is definitely the quieter option especially at higher speeds.

I've been experimenting a lot with windshields on my fjr1300 (2002) and the best solution for me is a tiny windshield. Small enough to give me clean wind when lovered and big enough to give me cover on the highway when I tuck. There's doesn't seem to be a happy place in general with windshields other than small and tuckable. Too high it'll pull your head forwards which is quite tough on your neck. Medium-high creates buffeting on your helmet to some degree. Clean wind is the winner. I don't think you can buy a windshield small enough to be the size of mine. I cut mine down.
