it might just be because they adapted their build to deal with a team with 2 tanks. There isn't as much %HP or true damage in the game as you think, it was just a lucky comp and clever building against a 2 tank team.

The flat pen from Evelynn's Morellonomicon is supposed to be countered by flat MR. But as you said, her W reduces MR, and also her E deals max HP damage, and she had afforded void staff (which is good against tanks but doesn't make you weaker against squishies, it's even strong if you already have flat pen). So she didn't even need to use her executing ulti. Kai'sa had nothing special for dealing with tanks but her passive naturally gives her a great repeatable burst of missing HP magic damage while her autos are AD and Rageblade enhances this anti-tank passive without making her weaker against squishies... Just look at all the champions in the game : Pyke has true damage on his ulti, Poppy has huge max HP damage on her Q, Lucian naturally builds BoRK + Cleaver, Rumble naturally builds Liandry, Graves is fakin Graves who deals more dmg to closer targets (I love that rework btw) Irelia breaks through shields, and Akali has mixed damage and an execute similar to Eve's. AND I DIDN'T EVEN MENTION IGNITE AND CONQUEROR AND NEW INFINITY EDGE.

yeah having a tank that is a top tier laner is a terrible idea because you're removing a tank's most vulnerable state. This is true for poppy and cho'gath is he takes sorcery primary. Though I don't think cho'gath needs an AP ratio nerf, poppy could definitely use some work because free shields, free ranged attacks and a % max HP ability that does high damage in laning phase makes her a watered down pantheon that actually is useful in the late game.
