The key question here is what defines an enemy of the constitution. Almost every developed country with a constitution has provisions to deal with that issue. Russia's done it with North Korean troops, so it wouldn't surprise me if the US made a similar move, or vice-versa. They have mandatory military service in Israel, so it's definitely possible that this is a kind of training ground. It would be deeply unpopular in the US, I can imagine. Another sovereign nation's troops putting boots on the ground, and many people would have to rethink their positions on the issue. We saw the Maccabi hooligans in The Netherlands/Holland, so the last thing the US would want is more of that.
