Who determines what ethics for animals consist of? Who determines what's ethical for plants? Who determines what's ethical for humans?

It's not clear to me that morality is determined by anyone. It may be true that the rules of morality are much like the rules of physics in the sense that they simply are the case, but weren't made the case by anyone in particular. If that's so, then it's the task of moral philosophy to try to discover these rules in much the same way that it's the task of physics to discover the rules by which the physical universe operates.
