you need the balanced wish spell. for context. unbalanced wish spell is anything you wish for happenes at the cost of a 9th level slot. hence why most dms ban it. balanced wish spell is that you can basically do anything any other spell can do. or something similar. but of course it would be cast at 9th level. (or lower if you wish to alter its effect) and of course costing the 9th level spell slot needed for the wish spell. so assuming that the wizard king is level 20 with epic boons. it is highly possible that he either has a boon that gives him more spell slots or replenishes them. or he can just cast wish using any level of spell slot (and obviously the power would be lowered depending on the level)

Just realized something, Wizards prepare their spells. That means the wizard King had the specific spells lined up and ready to go already. These aren't something that he just whipped off off the cuff, these spells for prepared with malice and forethought.

Honestly, this is a realistic version of what a wizard king might become with the right life history/personality. Wizards have to study magic their whole lives, they are not sorcerers. To ascend to the position of wizard king, one probably has to dedicate the entirety of their time to studying, practicing magic, and nothing else. He also has the eccentric genius required to push a school of thought or creation forward. Then he reaches the throne and with it comes the temptation of corruptive power and petty politics around his position. He probably soon realized that he was already too old to truly enjoy whatever perks came with all the headache. This particular wizard king has come to terms with the fact that he has spent his life in books and classrooms instead of truly living. What does he have to show for it? Well, he has an unrivaled level of mastery over magic, able to spin up new spells like no other. So what does he do? Cure a plague? Vanquish a demon lord? Sure, maybe here and there. But mostly he delegates responsibilities to others, as is typical of a ruler. So what's left? He fucks with people. He just spends the last years of his life having fun for himself and fucking with people. He's still "GOOD" aligned. He did this to a group of adventurers who were trying to rob him after all. He isn't tyrannizing the world. He just recognized, to his own cynical dismay, how he has lived his life poorly, went a little bit mad in the head, and thus takes it out on those doing wrong. Is he a little heavy-handed? Oh yeah, for sure, but he doesn't give a shit at this point.
