Phaser 3 Tutorial: Loader Plugin

In this quick tutorial, we do a high level overview of the Phaser 3 Loader Plugin and we get a better understanding of how the plugin works. We review how to load assets in the `preload` state of a Phaser 3 Scene, and how we can manually start the loader plugin in the `create` state of the Phaser 3 Scene. Finally, we also learn about the various events that are emitted and we see how we can track when all files are loaded or when select files have been loaded.
