LoRs and Publications are more important than SoPs and test scores unless you are applying to theoretical physics/theoretical math/CS/astrophysics in which case all aspects have to be top notch. But in Engineering and soft sciences SoPs are not as important. Also there is no variety in this panel, like Humanities or Finance or even hard sciences PhD programs are different from anything they said here. In English or Sociology PhD SoPs are the most important since peer reviewed publication is unheard of before applying.
